THE BOARD OF THE COUNCIL


ABOUT THE BOARD

The Council’s mandate is implemented by a Board appointed by the Minister of Health which provides guidance to Senior Management. The Registrar serves as Secretariat of the Board and is a link among the Board, Ministry of Health and Senior Management.


The Board operates in accordance with the Nurses and Midwives Act No. 10 of 2019 and its Board Charter. In order to ensure that good corporate governance standards are maintained its other main guiding documents are:


  • The Public Finance Management Act
  • The Public Procurement Act
  • The Companies Act
  • The National Health Sector Strategic Plan (NHSP) 2017-2021
  • The National Development Plan Vision 2030
  • The Zambia Seventh National Development Plan (7NDP)
  • The NMCZ Strategic Plan 2016-2020
  • The G20/OECD Principles of Corporate Governance

Its key focus areas of guidance are clustered into four main Board objectives enshrined in its Charter:

COMMITTEES OF THE COUNCIL

  1. Executive Committee
  2. The Executive Committee is the administrative authority of the Council which works closely with the Secretariat in dealing with administration issues of the Council.


  3. Education Committee
  4. Education Committee determines the Nursing and Midwifery Training programmes offered by the Council. It also sets out rules and regulations relating to education and training of Nurses and Midwives.


  5. Professional Conduct Committee
  6. This Committee is responsible for hearing and receiving evidence on matters of Professional misconduct and may recommend that a professional person that is found guilty of the infamous conduct may be censured, causioned or erased from the register.


  7. Finance, I.T and Administration Committee
  8. This committee is responsible for overseeing the Finance, I.T and Administration operations of the Council.


  9. Audit Committee
  10. This committee is responsible for overseeing the Audit operations of the Council.


  11. Procurement Committee
  12. This Committee is responsible for overseeing the procurement of goods and services of the Council.


  13. Examinationss Committee
  14. This committee appoints examiners, considers and approves qualifying Examinations questions and results for the various Nursing and Midwifery programmes.
